AFRICAN STAR AIRWAYS says it hopes to announce within weeks the start-
up date for its new scheduled services to the UK and Germany. The
locally-owned carrier has a licence to fly daily services between
Johannesburg and London and Munich, but has complained that slow and
sometimes confusing signals from the Air Services Licensing Council,
which is empowered to give it the final take-off green light, have
frustrated its plans to get airborne. African Star, which is initially
leasing two Boeing 747s for the service, has a licence to fly four times
weekly to Munich, Germany, and three times weekly to London's Gatwick
Airport. The recent withdrawal of services by four European airlines
serving South Africa has created a chaotic shortage of capacity, and its
well known that travel agents are angry because their passengers are
