Yes it is. However, only for select service providers.

You can visit www.changiairport.com.sg (http://www.changiairport.com.sg) to find out exactly which foreign service providers are provided.

Yes, readily available and free computers to use as well. Set your mobile to roam on Star Hub and they give you free access at hotspots through out Singapore as well.
