ATTENZIONE! DARE LA MASSIMA CIRCOLAZIONE ALLA SEGUENTE INFORMATIVA
Restrizioni dello spazio aereo intorno alla citta' di Roma in occasione della visita del Presidente George W. Bush
Come già avrete avuto modo di leggere, sono stati emessi dei NOTAM (Notice to Airmen, bollettini per i piloti) che hanno un grosso impatto per tutto il traffico aereo, e in particolare a quello VFR, intorno alla Capitale in occasione della visita del Presidente George W. Bush questo fine settimana.
In particolare, il NOTAM che si applica a tutto il traffico VFR, senza distinzione tra Aviazione Generale e VDS, e' il W2200/07, che recita:
W2200/07 - OVERFLYING FORBIDDEN TO VFR FLT UNDER PROVISION OF ART. 793 AIR NAVIGATION ACT WI AREA 30NM RADIUS OF 414800N0121400E /ROMA CITY AND OUTSKIRTS/ EXC FOR: A. STATE ACFT, STATE AND AMBULANCE FLT PRIOR COOR WITH COMMAND AND CONTROL AUTHORITY. B. FLT SPECIFICALLY AUTHORIZED BY MINISTRY OF THE INTERIOR. RMK: ANY UNAUTHORIZED ACFT PENETRATING THE AREA WILL BE SUBJ TO AIR DEFENCE ACTION GND FL195 08 JUN 17:45 2007 UNTIL 10 JUN 07:00 2007
Tradotto in linguaggio più chiaro, a partire dalle 19:45 ora locale di venerdì 8 Giugno e fino alle 9:00 ora locale di domenica 10 Giugno, è proibito il volo in VFR in una circonferenza di 30 miglia nautiche (circa 56km) di raggio intorno al punto di coordinate 41° 48' 00" N 12° 14' 00" E (e cioè l'aeroporto di Roma Fiumicino) dal suolo fino a livello di volo 195. Le uniche eccezioni possibili si applicano a voli di stato, ambulanza e quelli specificatamente autorizzati dal Ministero degli Interni. I traffici che trasgrediranno a tale restrizione saranno sottoposti ad "azione di difesa aerea".
Tale restrizione tocca un gran numero di aeroporti, aviosuperfici e campi volo nella zona di Roma, oltre ovviamente a Roma Urbe; in particolare a nord tutto il litorale verso Civitavecchia (Cerveteri, Tolfa), poi Vejano, Sutri e Nepi, tutti i campi nella Valle del Tevere intorno a Passo Corese, cosi' come tutti quelli nella zona dei Castelli, inclusi Gallicano, Artena e Valmontone, sono gia' all'interno della zona proibita. L'unico a salvarsi a sud, per circa 1km, e' l'Aviosuperficie Arma a Nettuno. A nord invece entrambi i campi di Tarquinia sono fuori dalla zona proibita di circa 3-4km.
In buona sostanza, da un'ora prima delle effemeridi di venerdì 8 Giugno e fino alle 9:00 ora locale di domenica 10 Giugno, bisogna fare in modo di essere a terra, se vi trovate in uno dei campi che si trovano all'interno della zona proibita.
Al fine di poter meglio visualizzare le aree FRZ (cioe' Flight Restriction Zone) create dai NOTAM W2200, W2201 e W2202, e' stato da me creato un file KMZ da leggere con Google Earth, che vi permettera' di visualizzare in maniera semplice l'estensione delle tre zone proibite. Ovviamente, a noi piloti di VDS e a chi vola in VFR si applica l'area piu' estesa.

Airspace restrictions around the city of Rome during President George W. Bush visit
As you might have already noticed, three NOTAMs who greatly impact air traffic, in particular VFR, have been issued due to the visit of President George W. Bush.
The NOTAM which has the most impact, since it applies to all VFR traffic, irregardless of whether it is General Aviation or Ultralight, is W2200/07, which reads:

In simpler terms, starting from 19:45 (7:45PM) local time on Friday June 8th until 9:00 (9:00AM) local time on Sunday June 10th, VFR flight is prohibited within the area centered at 41° 48' 00" N 12° 14' 00" E (Rome Fiumicino airport) for a radius of 30NM (about 56km), from ground to flight level 195. Only possible exceptions apply to state flights, ambulance and those explicitly authorized by the Italian Ministry of Interior. Any traffic who might enter the area will be subject to "air defence action".
This restrtiction has an impact on a large number of airports, airfields and landing strips in the Rome area, including the Rome Urbe airport (a VFR-only airport); affected are, in greater detail, all the fields on the seaside from Fiumicino towards the north (Cerveteri, Tolfa), then Vejano, Sutri and Nepi, those in the river Tevere (Tiber) valley around Passo Corese, and also those in the Castelli Romani area like Gallicano, Artena and Valmontone. The only one to the south out of the area is the Arma airfield at Nettuno (by about 1km), while to the north the two landing strips in Tarquinia are also out of the prohibited area, by about 3-4km.
In a nutshell, from one hour before sunset on Friday until 9:00 (9:00AM) on Sunday, make sure you're safely on the ground if you're located in one of the many landing sites affected by the prohbited area.
In order to better display the extension of the FRZs (Flight Restriction Zones) created by NOTAMs W2200, W2201 and W2202, I have created a KMZ file to be read by Google Earth, for an easy determination of the area affected by the FRZs. To us Ultralight and VFR pilots the largest prohibited area is the one affecting us.
