Airspace Notified for purposes of Schedule 8???

Currently studying for IMC exam and very confused about various weather minima etc.

1. Where (web preferred) can one find a list so called notified air space
2. Is one allowed (or not) to fly ifr in controlled air space (D) with an IMC rating

1 It's in ENR 1.4 of the AIP if you can get a copy; unfortunately I don't have a web reference;

2 ANO Schedule 8 part B refers; you can fly below VMC down to 3km SVFR but not full IFR and no approaches below 1800m vis.
