Would Apply To Aircraft Exempt From Recorder Requirements...

The National Transportation Safety Board yesterday made a formal recommendation to the FAA that video cameras be required in smaller turbine-powered aircraft that are currently exempt from rules requiring cockpit voice and flight data recorders. The board's recommendation came as a result of its investigation into the October 8, 1997, crash of a single-engine turboprop Cessna 208 Caravan near Montrose, Colo. In that accident, all eight passengers -- employees of the U.S. Department of Interior's Bureau of Reclamation -- and the charter pilot died when the plane crashed en route to Page, Ariz. The NTSB found that the probable cause of the accident was "the pilot's failure to maintain sufficient airspeed for undetermined reasons while maneuvering the airplane near the maximum gross weight and aft cg in or near instrument meteorological conditions, resulting in the loss of control and entry into a stall/spin."

...While International Standards Are Under Development

The board noted that recent investigations of accidents involving Cessna 208s and similar aircraft have been hampered by a lack of recorders. The board also said that it is participating in a working group with the European Organization for Civil Aviation Equipment (EUROCAE), which is developing minimum manufacturing standards for the use of such recording systems in aircraft. Proposals to require video cameras in commercial cockpits have been made more frequently in the wake of last year's EgyptAir 990 crash. In that crash, crew involvement is suspected and the cockpit voice recorder data has proven inconclusive.
