For the operations exam am I correct in saying the minimum is 1500m to commence but for the airlaw exam i.e ICAO the req is 3000m. Or the other way round....:confused:

For this sort of thing, ICAO Pans Ops and JAR-OPS1 from the source material. You'll have to google the ICAO doc because iirc it's officially a non-free job, however JAROPS1 is free from www.jaa.nl

Anyway here's the answer

JAR-OPS 1.465 VFR Operating minima
(See Appendix 1 to JAR–OPS 1.465)

(a) An operator shall ensure that:

(1) VFR flights are conducted in
accordance with the Visual Flight Rules and in
accordance with the Table in Appendix 1 to
JAR–OPS 1.465.

(2) Special VFR flights are not
commenced when the visibility is less than 3 km
and not otherwise conducted when the visibility
is less than 1·5 km.

That is to say you cannot start a SVFR flight with less than 3kms viz. However if airborne, this figure reduces to 1.5km. The want to have this very rule applied to helicopters and my view it will go through soon.
