What would require a bizjet to be advertised for sale with the notation "New Position for outside USA only"? Is it something to do with the aircraft's initial certification?

Give me the s/n of the CL605 you are refering to and I'll see what I can do...
Possibly the owner doesn’t want to deal with the US legal system or may be classed as a "non-desirable"......

if it's a new aircraft, some delivery positions may be set by the manufacturer as "USA" and "non-USA," just like the US may get 500 of a certain car and the rest of the world 1000.
