Read this today. Sounds like TACA has influences to keep it's regional rival from taking a larger chunk out of "it's" hub.

Panama's Copa Airlines Demands Court Decision on Second Flight to El Salvador
SAN SALVADOR, El Salvador (AP) -- Panama-based Copa Airlines took out full-page ads in three newspapers Friday demanding that El Salvador's Supreme Court resolve its "temporary" suspension one year ago of a second daily flight between the two countries.
According to the ad, El Salvador's Civil Aviation Authority granted Copa permission in 2004 to operate a second flight between Panama and El Salvador but the Supreme Court suspended the permission just hours before the flights were set to begin, on Dec. 14, 2005.
The ad said the court's decision was in response to an appeal by a competing Salvadoran airline, which it did not identify.
Copa said it had prepared for the second flight for a year, acquiring airplanes and hiring personnel in both countries among other actions -- "and precisely one day before initiating the operation the Supreme Court ordered the temporary suspension of the flights, despite the fact that it was high season, and all the seats had been sold."
The airline added that despite numerous efforts by the company, the court still had not issued a final verdict.
"What's happening with El Salvador's swift and complete justice?" the ad asked.
Court officials did not comment immediately. A woman who answered the telephone at the Civil Aviation Authority's licensing department said the authority's director was the only person who could comment but was out of the country.
Copa Airlines flies through North, Central and South America, and the Caribbean.
