The Dept of Homeland Security announced today that cargo from 6 nominated International ports (Including Southampton, look at the salubrious company we are in on that list) would receive additional screening using "enhanced technology" as part of an anti-terrorist initiative.

Now, this is where I lose the plot - If I was part of an international terrorist group, planning death and destruction and I also read this article, would I think, "darn those pesky Feds, they're bound to find our stuff now, we'd better cancel the Op" or, answer (b), would I perhaps switch to a Port that was not on the list?

Tricky question, I know, and you also have think of the double dare scenario where, "If I was a really smart Governement Agent, I would announce where we are using the technology, but then use it somewhere else, thus doubling my coverage" but the optimum phrase there is "smart Government Agent".
