The Transportation Safety Board is renewing its call for all Cessna 208 cargo planes to be grounded in anything but light icing conditions after ice was identified as the main cause of a fatal crash near downtown Winnipeg last fall.

In releasing its report yesterday, the board urged Transport Canada to do more to ensure the safety of those who fly on the 100 such aircraft registered in the country.

"Sadly, this accident taught us that once airborne, Cessna 208 pilots may not be able to safely exit dangerous icing," board chairwoman Wendy Tadros said. "The safest course from our perspective is to avoid the risk altogether."

The board wants Transport Canada to bar Cessna 208s from taking off into anything more than light icing, a recommendation it first made last January.

Currently, pilots in Canada and the United States are allowed to fly when there is moderate icing, but must make a series of checks and be prepared to land if they encounter specific conditions.

Pilot Nancy Chase-Allan, of Moncton, N.B., died instantly when the plane she was flying for Morningstar Air Express Inc. crashed shortly after takeoff on Oct. 6, 2005.
