Loading pages from the Internet

When I load a page from the Internet,for about 4-6 seconds in moves and down and then stops.
Any anwsers Please

First thing that springs to mind is the pages are still loading the images, which is causing the length on the page to change. I see that quite a bit when browsing a pprune thread with large photos.
