Dash 8 - Nosegear ground lock square thing!!

Quick question..

Pull out and turn it, what does it do....

Does this bypass the steering?? Or restrict the nosegear from retracting??

Or even something else!!

It stops the nose gear from retracting, the steering is switched on/off by a switch in the cockpit.
