Rikstrafiken = Subsidised routes to smaller communities that no one can earn enough money on from "normal" operations... A way to make it possible for the whole country to have a some what equal possibility to move around.

This is not really a "new" airline.
DOT is a Lithuanian version of DAT (Danish Air Tranport), using both Lithuainan and Danish crew, working on Lithuainian Rules.
DAT has previous experience from GVA operations
