The full regulations that have to be met regarding stalling (as well as everything else) for FAR Part 23 aircraft are on the FAA web site.

.. do let me flesh out John's reply just a tad to make it a bit easier for you ..

(a) FAR 23 (http://ecfr.gpoaccess.gov/cgi/t/text/text-idx?c=ecfr&sid=7ac11254710bca55a07009d68b90b2e7&rgn=div5&view=text&node=14:1.0.1.3.10&idno=14)

(b) AC 23-8 (http://www.airweb.faa.gov/Regulatory_and_Guidance_Library/rgAdvisoryCircular.nsf/0/469CD77D24955F4E86256DA60060C156?OpenDocument) gives a lot of explanatory material for flight test activities in respect of FAR 23.

It's very important to read the relevant ACs to get a feel for what the Americans intend in their regulations.

Also, keep in mind that, for a given aircraft, one must read the relevant version of the regs .. the regs are a living document but the certification standard for a given Type usually is frozen in time ...

John Tullamarine your number of posts matches the year 2006...sorry for irrelevant posting.

.. probably means I spend way too much time on PPRuNe, I guess ...
