If you really mean an inner city summer break then:
Madrid. No. Too hot. Too noisy. Too dirty.
Lisbon. Possible but rather limited in atmosphere.
Sevilla. Yes. Beautiful, romantic, musical all within easy walking distance.

I know it's not on your list, but if you should get the chance, Valencia is a great town for a short break.

The list grows longer!! Thanks TS. :ok: There was a piece about Valencia in the ST Travel section yesterday, but I did not get round to reading it ... I will do now.

Depending on which month you travel , Sevilla can be a lot hotter than Madrid
I wouldn't rule Madrid out - plenty to do and you normally get great weekend rates in the top hotels
Sevilla is fine but 40ºC is sometimes a little too hot
Lisbon has the advantage of the sea breeze - if its only a weekend theres plenty to do and see
