Was contacted by some outfit supposedly in the UK. Said that the name of the airline was Allied Air, they are based out of Nigeria and starting an operation with B747s. Looked good until they asked for this 400 dollar admin fee(yeah right!!) Anybody heard about this?

Airliners.net have pictures of their 727s in Miami, website has contact details and physical addresses. I think someone is using them to operate a scam on the basis that the company checks out. US$400 application fee ridiculous, even Ryanair only charge GBP50. Why not try contacting them directly, they might be gratefull to know what's going on.
