Anyone heard of this rumour,that there is possible a RJ 700 operator out of Lagos.Any truth to this.

This could be Arik Air, a new Nigerian start-up (see the thread about Arik Air posted a few days ago)....www.arikair.com
Did you hear about this in Canada? Any crew being trained.
Of course as is the case with other airlines in Nigeria, only seeing is believing.

Bombardier representatives were in Nigeria a couple of weeks back to set up a partnership with Arik Air. Arik advertised sometime back for CRJ200/900 crews in Nigeria.
