Now I know this subject has been aired many times here, and yes I have searched thoroughly, but..........

My problem isn't exactly like any I have read about before. When I select
START>Favorites, all my folders cascade normally, but each folder is EMPTY.
However using the "Favorites" button on the toolbar, or View>Favorites will
bring all the contents into view.

Recently installed Netscape 8.0, and imported Favorites, could this be the
culprit ?

Any ideas ?

I understand you're using Netscape. You just need to add a new shortcut to your Start Menu folder that will point to the right place. The start menu folder resides under "Documents and Settings\your login name", or if you want it to be accessible to all users, under "Documents and Settings\All Users". Browse to that directory. right-click, choose New->Shortcut, and browse on to locate your Mozilla/Netscape profile directory\bookmarks.html . If you're unsure what your Mozilla/Netscape profile directory is, search for the file "bookmarks.html", and the search will return the exact location.
