This Week's Flight (page 5) quotes Air Vice Marshal Stephen Dalton, Capability Manager (Information Superiority), as saying:

"Smart Procurement is not working in the way that it was intended. There could be some radical changes."

I wonder what a former Coltishall staish (at the time of the Jag upgrade) and a satisfied customer of St Athan's services might have to say about the way in which Smart Procurement has seen a wholesale shift of work from blue-suiters, DARA, DARO, and QinetiQ to BAE Systems, and the way in which risk averse IPTs have simply given work to DAs and OEMs instead of shouldering some risk in order to operate as an 'intelligent customer' and thereby to leverage savings.

He'll have a good knowledge of the relative cost effectiveness of the Jag and GR4 upgrades, at least.

Wasn't he then Air Commodore Typhoon? If so he'll have been well exposed to Case White, so he'll have seen that BAE Systems can deliver effective solutions, so he won't be one-sided or 'black and white'.

If he hasn't gone 'political', I'd think he would have VERY interesting things to say about Smart, cost-effective procurement and upgrade policy......
