To be a tad more constructive:
The term frozen ATPL means that you have a:
CPL/Multi-engine IR/(in Europe: an MCC certificate) and have completed the extra ATPL theory exams.
You now have a frozen ATPL. This is the minimum qualification to work in a two-pilot environment, ie First Officer for the airlines. Although each airline has their own minimum requirements.
When you have: 1500 hrs total; 500 hours multi crew; 100 night and a few other things I can't remember right now, you can get your licence upgraded.
You now have an ATPL. This is the minimum qualification to work as a captain. Again individual airlines impose further requirements.
No idea how it works in Dubai, but that's the situation in Europe.

To put it simply, you will be able to co-pilot any aircraft.

Under the current system, everyone who starts their first airline job will have a frozen ATPL since:
An airline will not employ you unless you have passed the ATPL exams;
You can not get a full ATPL until you have airline (read multi crew) experience.
