Can anyone tell me how the ILS 9 BGI is legal without any DME information ?

An ILS has three main components.

1. Horizontal and Vertical Guidance(Localizer & Glideslope)

2. Visual Guidance e.g. Approach lights, PAPI, Runway Lights and markings etc....

3. Distance information e.g. Marker beacons(which maybe replaced by DME, compass locators etc...

They do have a marker beacon at the map.

Yes it is , once BGI radar is working. They can give distance to run to cross check the glideslope intercept height.
