From the Botswana Government news site...
"GABORONE - Signal Cables worth P49 000 from the Control Tower to the VHF Transmitter Station at Sir Seretse Khama Airport were stolen between December 17 and January 23.
Sir Seretse Khama Airport Police station commander King Tshebo told BOPA that investigations were still on-going and no arrests had been made.
We do not suspect any act of sabotage but believe it was an act of criminality with the intention to sell the cables, said Tshebo.
He said the thieves might have gained access by either jumping the fence or just entering the airport premises, but said they did not want to speculate because investigations were still on.
Principal Telecommunications Engineer at Department of Civil Aviation, Mohammed Nazir told BOPA that the three cables that cover two kilometres of land were stolen on different dates.
He said the department managed to install emergency lines before communication could be disrupted.
A news release from the Ministry of Works and Transport says the Department of Civil Aviation has taken measures to address the problem with the assistance of Botswana Police Service.
The release states that the destruction of Signal cables at SSKA or any airport in the country may affect communication between the Control Tower and the aircraft.
This might have serious consequences, including accidents, which should not be allowed to happen at any cost, says the release.
The ministry calls upon the public to refrain from vandalising and causing damage to airport communications equipment and to report any such incidents to the nearest police station as failure to do so might cause great inconvenience and serious risk to airline passengers."

Obviously they didnt need them if they cant ascertain when they were taken....
Smoke signals could be used. One puff for clear to taxi, two for clear to takeoff or three runway is clear of everything execpt smoke, to land.
