Anyone experts know whether an ATPL holder (of an ICAO contracting state) can fly legally for an airline in Singapore - such as Jetstar Asia (australian owned) or Tiger air (singapore owned) ??? thanks

The title of your thread, and the contents are not clear.

Are you trying to ask if an airline registered in Singapore (ie operating aircraft with 9V-xxx registration) REQUIRES their pilots to hold an ICAO ATPL?

The answer is yes, subject to some exceptions.

In the case of SIA, you will require an ICAO licence prior to being offered a job but you will then have to convert whatever licence you have to a CAAS licence. This is usually just a type tech (if required) and air law exam and not really a big deal.

Be careful if joining as an FO though as the CAAS have on occasions issued a CAAS CPL to guys who arrived with ICAO ATPLs. Then, when its time for your command course you have to do all the exams to upgrade your CAAS CPL to a CAAS ATPL.

Is an ATPL from an ICAO contracting state (such as Australia) enough to legally fly for an airline based in singapore? Also, is a CPL from an ICAO contracting state enough to act as F/O for an airline based in Singapore ?

ATPL is only valid if you fufil certain requirements, such as 1500 hrs, plus command hours on a two-pilots certified aircraft. Otherwise you will only get a CPL license. If you still want an ATPL you have to do a short UK JAR ATPL test (about 5 subjects). Still very extensive, most do not pass it.
If you want a CPL you have to proof that you passed the human performance subject in ATPL.
And additionally, you need to sit in the law test.
All this you have to do after you get hired by an airline in Singapore.
