Does anyone know if an Indian company has ordered any Q400's from Bombardier that are not currently operating the type? If so, who and when are the deliveries expected and at what rate?

One of the places you should check is the bombardier website. There you can download and view a .pdf file with all the current orders.
Not sure how often it is updated, but there is information there for you.

Well there is an oder expected for props from Kingfisher at the Dubai Air Show which is going on. It could be that they are the customer, since the type is new to India and you can expect a sweet deal like what Embraer seems to have given for Paramount and may be Air One India.

Well the KF order has gone to ATR (ATR 72-500s). So that means DHC has a long wait ahead!
