NCAA is the controlling body for civil aviation.

You can find Nigerian airfields listed in the 'Airport Directory' section of the Jeppesen coverage for Africa. Be careful, though, because some of them are not necessarily as useable as the data might lead you to believe, particularly in the rainy season.
