Singapore is a beautiful country!
Why not get a flight over with SIA for a holiday first and see if you can visit Tiger?
just came back from there, amazing city! would absolutely have no problems whatsoever living there...good and pretty cheap food, clean city, good subways that'll get you pretty much anywhere....
about tiger i don't know too much, except that it is a low cost company that regularly flies into denpasar, bali ;)
