An excellent starting point for the introduction to risk management for those new to the formalised methods, and I think it will broaden the way to apply risk management methods for those who already do it. I particularly like the way it is non prescriptive: it offers three possible methods to employ (and gives easy examples of how) and it always "strongly suggests" rather than mandates.
Well thought out to a point: I think it concentrates heavily on the go/no go decision to the point of narrowing the focus just to this critical element. Note that I DO think it is a critical element, but I think the paper comes up short of a systems based approach as a result of that focus.
In short: a good start, more room to expand.
