Is it just collecting resumes or are they really in need of all that people?

Not a commercial operator. It is really just one of the 10 or so Charter Brokers in UAE. It is run by 2 guys calling themselves Capt's. They have started a Crew HR placement scheme which has not got off the gorund.
Only 3 Commercial Charter Operators in Dubai - ExecuJet, Elite Jets and Eastern Skyjets.
