Upgraded Aviation Security

I was just wondering if all the 'surplus' monies that our Government collected under the Ansett ticket levy that was earmarked 'upgraded aviation security' has been spent? If it has not, will it now be spent before the next little levy is imposed on the public?

NZWN is getting a huge securiyt upgrade... they are now going to start scanning domestic baggage for every flight!
