Which airlines offer the best business class facillities, what are the best deals when considering avg cost v.s. facillities (I know this will vary across routes...but if there is a general rule..)

No, there is no general rule! Whenever this kind of bland question is asked you have to answer these questions first.

How many sectors per month/year?
Simple out/back or multi-sector?
Which destinations predominate?
What is your cultural background?
What age and (often) gender are you?
What are your priorities for food?
What are your priorities for drink?
What are your priorities for refreshment?
Luggage: Lots or just a carry on?
Do you have any physical infirmaties?
But most important of all: Who is paying?
