A friend is flying one of the many "political" helis in the UK for the Election period. This helicopter has been provided FOC and operates "private" flights taking accredited journalists around.
Then he discovered that the Party had charged journalists a substantial facility fee for a seat on the helicopter.
Would this make it Public Transport ??

Sounds like a public transport flight to me. Take a wander over to the following page. http://www.caa.co.uk/docs/122/summary_of_public_transport.pdf[/url]

Ah, but is a parliamentary party a registered charity I wonder, in which case see exception 2.

If it is a charity then the authority must have been informed. Looking from the helicopter insurance point of view, these guys have paid to fly and so should have the relevant insurance protection.

If you were to go down the charity route, it would need permission from the CAA in advance [Para 3.4] (which if this had been obtained, then I would bet you wouldn't need to ask the question!)

Just looked at the Charities Commission site and no joy in trying to find any political parties, so I guess yes; public transport!
