When an aircraft is wetleased, what does that mean??

I am no expert on this, but I believe a wet lease includes fuel requirements included in the cost.
Drylease you sort out the fuel yourself.
Hopefully an expert can help on this one.

Dry Lease - Aircraft only
Damp Lease - Aircraft and Flight crew
Wet LEase - Aircraft and full crew ( Flight and Cabin)

Damp or Wet leases are usually ACMI:-

Aircraft
Crew
Maintenance
Insurance

"I am no expert in this" and it shows! A quick search on the internet would have shown that your "belief" of what a wet lease was off the mark!
