How much unnecessary expense will you have put CX to, if the pilots definition of "limited industrial action" meant they returned to work tomorrow - without the OM and sop's seen as restrictive - to allow negotiations to proceed, without the feeling that either side is under any duress, but with the option of (maybe) resuming in one or two weeks, or later?

The wet leasing of 10 aircraft, and the order to suspend services would leave you with a lot of egg on your face, and Cathay Pacific with a horrendous bill, for your pre-emptive strike!

Perhaps the sacking of the 2 union members might also been seen as ploy to TRY to "lock" the pilots into maintaining, or increasing, their present actions.
