Can anyone tell me why they are celebrating 'Chinese New Year' in Vietnam?

Probably the same reason the are celebrating in SFO, SYD, BKI, LON, DUB, EWR, NRT, RIO....

Celebrating yes in places like SYD but banks don't close down for it - it's not a public holiday.

Are there that many Chinese living in Vietnam?

Well it is actually the Lunar New Year, often called "Chinese New Year", celebrated widely, especially in the far east.

And about thirty years ago it was the Chinese who came down from the North and helped the North Vietnamese win their war! So obviously some close ties.
