My C$5 dropped into the newspaper vendor's hand this morning yielded the following article about the state of Nicaragua's airports:

Aeropuertos nicas con “buenas calificaciones” (http://www.laprensa.com.ni/nacionales/nacionales-20050114-13.html)

Supposedly, Nicaraguan airports are within a hair's length away from meeting Category I requirements. The only impediment seems to be that the Deputies at the National Assembly still haven't approved the new Código de Aeronáutica Civil, a new piece of legislation which will replace the 1957-era legislation which still governs civil aviation in this country.

According to the article, within Central America the airports of El Salvador, Panamá and Costa Rica have met FAA Category 1 certification requirements, and recently the FAA conducted an audit of Aeronáutica Civil, a division of Ministerio de Transporte e Infraestructura (MTI), with excelent results.

In comparison, according to DGAC sub-Director, Alejandro Wong Valle, during a telephone interview, the FAA has completed three inspections recently in Guatemala however they have continued to identify deficiencies

The Deputies at the National Assembly have been urged to approve the Code without undue delay, given the importance in advancing civil aviation, and the response is that they will approve the Act at the lastest in early-February.
