Throwing their teddy's in Spain ...what's the deal ?

Doesn't sound much like a teddy throw, more an attempt to get their industry back on a level footing.

Is the issue on how work is calculated ? Thought EU had guidelines, and it should be a simple matter to verify blatant disregard for the law !?
