is there anyone who could provide some information, if it is poossible to take exams of ATPL subjects in dubai...of any ICAO state or Dubai own ATPLs

I am not too sure about Dubai, But the Qatari CAA holds exams in Doha; Provided you have satisfactorily completed a ground course from an approved college. You will have to speak to them yourselves to know more.
