It seems QR are not going to launch KBL in November as they are seeking guarentee for security from Afghan authorities, they planned to fly thrice weekly DOH-KBL with an A320, would be something if Emirates beat them to it with a twice weekly from Dubai using their last A310-300.

Considering PIA is most at risk due to Pakistan's role in the war against terror especially related to Afghanistan and the bordering tribal area, they havent sought any security guarentees and fly there thrice weekly from Islamabad, and have recently begun routing one of the flights from Peshawar, all services are with a 737-300.

This is correct. However, the reason is not only security, but also the cost of insurance to operate.

Fares will be astronomically high as a consequence.

EK will not go in there using A310-300.

Nobody will give security guarantee for Afghanistan.. we fly in there every day, and it is NOT secure and still has its problems. Be under no illusions about this please!!

A300Man is spot on too - insurance goes through the roof when you talk about these areas, why do you think we have all the DC8's and AN12's flying for us in Iraq? - its just not worth it for any other aircraft type - way too expensive.
