Whereas GOOGLE tells me a S.71 is :

S.71
Title: A bill to amend the Federal Power Act to improve the hydroelectric licensing process by granting the Federal Energy Regulatory Commission statutory authority to better coordinate participation by other agencies and entities, and for other purposes.
Sponsor: Sen Craig, Larry E. [ID] (introduced 1/22/2001) Cosponsors (None)
Latest Major Action: 7/19/2001 Senate committee/subcommittee actions. Status: Committee on Energy and Natural Resources. Hearings held.

or
c) None of the above

Although, I must say for my nickname to have been even remotely assosciated with the SR-71 I am forever honoured!...

D&G - Precisely at the time I thought I had achieved sufficent ambiguity with regards to my intentions of industry wide reform in hydro electric licensing processes.....

Human Performance and Limitations is a topic which is part of the JAR ATPL theory syllabus.
I don't know if this is precisely what they are refering to however I hope it helps!
