Phuket Air financial troubles?

Flying in HKG airspace last night I overheard a conversation between HKG radar a Phuket Air flight headed to Taiwanese airspace. Turned out that Phuket Air had not paid its overflight fees ad was declined entry, however I had a freq change and missed the end result... Was the flight able to proceed???

This made me wonder if Phuket Air is in financial trouble or is it just a habit to pay late???
