I am looking for a training facility worldwide where I can do a FAA Fokker 28 rating. thanks for your help .

Try calling Horizon Air, out of Seattle, Washington, for help. They have parked (or sold) their F28's, but they should be able to steer you in the right direction. Another source may be Air Canada, through their Jazz regional airline....they are located in Halifax.
ADI, out of Pontiac, Michigan, bought one of Horizon's ex-F28's last year, and I believe they receive a lot of airplane support from Horizon, and they trained with Air Canada.
