The company will have a CAA approved working rulebook called the "exposition", that will define who is responsible within the specific company. It may vary between companies.

Ultimately however, the Chief Executive carries the can!

JAR 145 covers maintenance only; technical support is under JAR-OPS 1 sub-part M (http://www.jaa.nl/section1/jars/443844.pdf).

With the creation of the European Aviation Safety Agency you now need to go to EASA's Part 'M' (http://www.easa.eu.int/doc/reg_2042_2003_PartM.pdf) for the rules.

Hope you are able to sort out the confusion for yourself. We professional specialists are having a hard enough time of it ourselves... ;)
