Outside renewal! what happends

Let's say that a guy has 2 diopters astigmatism and he is 18 years old at initial. When he is 21 years old (stops growing) he has 3.5 astigmatism (for renewal it is 3 diopters of astigmatism). What would happen to him. Will he loose his medical. He is not even allowed to do a lasik.
