One of my friends cannot sent me emails. They come back and the error message says Recipient address:

Reason: Server rejected MAIL FROM address.
Diagnostic code: smtp;xxxxxx blocked by blacklist.mail.ops.worldnet.att.net.

What does that mean in English?

Sounds a bit like this email virus that tries to send email from the IPS to users http://www.pprune.org/forums/showthread.php?s=&threadid=121365

It's ATT, your email address is registered as forwarding spam and has been blocked from sending mail to their customers. Which means you probably have, or had, a mail forwarding virus/trojan.

See here (http://obri.net/att/blacklist.html) for someone who had the same problem, it will probably save you some time sorting it out.

Seems like a short sighted isolationist response - its the spammers that need to dealt with, not their victimes. Why should anyone be put to the inconvenience of changing their e-mail address just to be able to send mail to ATT customers? Spammers highjack so many addresses these days that no-one is safe from them.
