According to the BBC the Airbus consortium has won the RAF refuelling contract.
Great news for our forces . At last new aircraft instead of second hand cast offs ..... not that I have anything against the 767 (or the .....ahhh.....VC10 )

Who is going to crew these new machines? Is it to be the existing RAF guys or a civilian contractor?

No contract signed, no dates, no information, just preffered bidder. Theres along way yet.
