EUROCONTROL is the European Organisation dedicated to air traffic management (ATM). It has currently 31 Member
States i.e. Albania, Germany, Austria, Belgium, Bulgaria, Cyprus, Croatia, Denmark, Spain, Finland, France, Greece,
Hungary, Ireland, Italy, the former Yugoslav Republic of Macedonia, Luxembourg, Malta, Moldova, Monaco, Norway,
Netherlands, Portugal, Czech Republic, Romania, United Kingdom, Slovakia, Slovenia, Sweden, Switzerland and
Turkey. Armenia, Bosnia and Herzegovina, Poland and Ukraine are expected to join in the near future. The Agency is
comprised of the Organisation’s Headquarters located in Brussels and other sites in Maastricht, Brétigny-sur-Orge,
Luxembourg, Prague and Budapest.
CFMU
The Central Flow Management Unit (CFMU) provides air traffic flow management services for 38 States of Western and
Central Europe, which are members of the European Civil Aviation Conference (ECAC).
FLOW MANAGEMENT DIVISION (FMD)
The Flow Management Division (FMD) is the operational division within the CFMU that is responsible for providing the air
traffic flow and capacity management (ATFCM) service throughout the airspace of the ECAC States.
JOB RESPONSIBILITIES
The successful candidate will be expected:
· To co-ordinate regulations and alternative routes/solutions with Aircraft Operators (AOs) and Air Traffic Control
Centres in order to optimise the traffic flow within ECAC airspace. This should be achieved through a collaborative
decision-making process.
· To assist in the creation and dissemination of the ATFCM pre-tactical plan.
· To provide assistance to the FMD Tactical Network Co-ordinator (TNC) as required in co-ordinating with AOs’ tactical
resolutions to ATFCM problems.
· To assist in daily teleconferences with AOs and Air Navigation Service Providers (ANSPs).
· To contribute to the post-ops analysis process.
· To initiate pre-tactical action in the event of crisis situations in Europe.
· To assist the AO Liaison Cell.
· To facilitate communication with the AO community through regular contacts and meetings.
· To deliver training and education as required by FMD management.
DESIRED PROFILE
· Wide experience in aircraft operations, including expertise in different types of airline businesses.
· Detailed knowledge of the European ATFM network and the ETFMS.
· The ability to remain AO-orientated in an ATC environment.
· The ability to network within the AO community.
· The ability to embrace a culture of change to face the challenges of a changing FMD environment.
· Higher secondary education or equivalent professional experience.
· The working languages of the Agency are English and French. For this particular position a good knowledge of both
is required. Knowledge of other European languages would be an advantage.
· Comprehensive PC skills, including MS Windows, Word, Excel, PowerPoint, MS Outlook, MS Project and SITATEX.
Candidates should also be able to demonstrate that they possess the following personal skills

SELECTION
An initial selection will be made on the basis of a first assessment by the Selection Board of the qualifications and
experience of all candidates. Thereafter, and taking into account as necessary the Selection Board’s order of
preference, those candidates considered suitable may be invited to take part in a final selection phase consisting of
assessments and interviews. The Organisation may choose at its discretion to administer the assessments in either
English or French, except in the case of posts with a specific language requirement, where there may be a need to
conduct a linguistic test in a language other than English or French.
This notice may be used for recruitment for similar posts, for a period of two years following the stipulated closing date.
APPOINTMENT OF INTERNAL CANDIDATES
If successful, an internal candidate will be appointed in accordance with the rules applicable pursuant to the Agency’s
Staff Regulations or General Conditions of Employment. For this competition the minimum grade on appointment would
be B.3.
APPOINTMENT OF EXTERNAL CANDIDATES
The initial grade and step on appointment will be determined by the Director, Human Resources on the basis of
qualifications and in the light of previous similar appointments. Prior to establishment, new entrants are required to
complete a probationary period of 9 months. Externally recruited candidates will be offered an engagement for an
undetermined period.
SALARY INDICATION
Net annual salary: from € 38,060.52, after deduction of contributions for pension, sickness and accident insurance and
internal tax. Where appropriate, and in accordance with Agency regulations, expatriation, head of household, dependent
child and education allowances may be paid in addition.
Agency staff are exempt from any national system of social security and the Organisation operates its own internal
scheme. The successful candidate will not therefore be affiliated by virtue of employment by EUROCONTROL to any
national social security scheme.
