Does anyone know what the requirements are for a foreigner to fly in japan, and is it possible to open a charter company. I have been searching the web with little results. Any bit of info would help.

Actually, no fractional ownership company in Japan like NetJet/Flight Option. There are some small charter companies such as Naka-Nihon-Aviation / Asahi-Aviation. They operate Citations.
I personally think starting the frex jet will be good bussiness in Japan.

Unless you plan to go into business with a Japanese partner or backer forget it.

Doing business in Japan is not for the faint hearted and unless you understand the local scene (in whatever field you plan to operate) it can be very confusing, very expensive and a quick way to lose a lot of money.

I'm not saying it's impossible.......but, be prepared!
