This is my post from the privite flying forum I hope some of you guys can shed some light on this subject

I am trying to plan to do a PPL (A) in Hamburg, Germany. I need to combine the practical that I will do here in Hamburg BUT as my German language is not strong I need to do the theory/Exams in English.

I have heard a few roumers that I can sit the exams in Hamburg but in English?

If I was to return to the UK to take the PPL(A) theory exams will the be compatible with a German issue license under JAR-FCL1?

Can the English authorities send the Exams to the school here in Hamburg?

What are my possibilities?

I don't expect people to know all the answeres but places to ask, Internet sites/links, contacts Geman & English all would be welcome.

Hmmm - not easy, this one. I suggest that you get the training school where you intend to do your flying to write to the German civil aviation authority in order to ask:

"Will they accept passes in JAR-FCL PPL(A) papers as issued to Examiners by the UK CAA for the purpose of licence application for a German JAR-FCL PPL(A)?"

If they say "Yes", you have a few choices:

1. Are you able to use the regular PrivatAir Finkenwerder to Filton shuttle? If so, there's a UK Examiner at Filton who could set the exams for you there if the German civil authorities are happy. He's also an Airbus employee.

2. If the German civil authorities agree, you could arrange for a UK Examiner to bring his exam papers over to Hamburg. But you'd need to allow at least a day for the exams and debrief, excluding travelling time.

3. Arrange with a UK flying school to sit the papers there (again, only if the German civil authority are happy) - and take some holiday to go to the UK to do your exams.

Don't forget that all requirements for licence issue including obtaining a medical certificate, must be completed in the state under whose authority the training and testing for the licence are carried out.

Good luck - isn't eurocracy wonderful??!!

He seemed rather confident that I can gain a PPL this way we didn't really tallk alot.

Can the CAA supply exams in the JAR-FCL 1 Format, if so then this should be excepted by the German authorities. Shouldn't it???

Yes I have access to the Private Air shuttle @ €600 a roundtrip??

If I return to the UK to take the exams I would fly to stanstead with Air berlin or rynair and find a school in the area.

Caa examiner comimg here how much would that set me back?

I have some details through from Cranfield with regards to a home study PPL Package. What are your thoughts on this good/bad idea any other advice.

I feel I need to do somthing soon as I am 24 and if I wish to persue a career from this I better act before I am 30.

What about 45+hrs practical in Germany and then all exams in England, Flight Test, Theory, Medical etc would the English authorities except Hrs from Germany.

ADe - I would suggest that you propose the following plan to the Flugschule Hamburg:

1. All theoretical examinations will be conducted in English under the invigilation of a CAA-appointed UK Examiner, either in England or in Germany. The examination results will be recorded on the appropriate CAA PPL application form signed by the Examiner for you to attach to your German application.

2. In accordance with JAR-FCL 1, you will obtain your medical certificate in Germany.

3. In accordance with JAR-FCL 1, you will complete all flying training and the JAR-FCL PPL(A) Skill Test in Germany.

Make sure that you get written approval both from the UK CAA (probably from the policy department at the Safety Regualtion Group) AND from the German civil aviation authorities.

Regarding the cost of a UK examiner coming to Hamburg, that's one of those variables which it's impossible to quantify. The CAA appoints 'examination paper custodians' (such as me!) who are totally responsible for the security of their papers, so they would be highly unlikely to send any copies to a 3rd party! I would suggest that you first obtain the approval for the plan I've outlined above, then decide where to sit the exams. A home study course for the PPL(A) theory should present little problem, many PPL students now do all their theoretical study from reference books, backed up with tutorials from Flight Instructors.

Fees for PPL(A) exams are entirely down to individual Examiners. For example, I make no charge whatsoever for first attempts; however, for second attempts I will charge €15 per paper to ensure that the applicant does some more studying first! Anyone who fails a paper twice will be advised to contact an a specialist ground training organisation before sitting the exam for the third attempt at that organisation. If the third attempt is unsuccesful, the exams have to be sat at the CAA Gatwick at about €55 for each exam, but only after a certificate has been signed stating that the applicant has undertaken a furthe course of study. But don't get too worried, most people pass at the first attempt...

Another point which you need to address is the training and testing required for whatever radio licence the German authorities require at PPL level. In the UK, only approved RT Examiners may conduct the practical test; however, the theoretical communications exam can be set by any approved ground examiner. If the Germans have a similar system, perhaps you could do the theory exam in the UK but the practical in Germany?

Cambridge is just up the road from Stansted get in contact with a School at Cambridge. Cambridge Recurrent Training 01223 891829, Mid Anglia School of Flying 01223 894466, Cambridge Aero Club No ????. I'm sure they can help you
