Does anyone know what came of an inquiry (Rhodes?) being done by the RAAF into integrating RAAF and AsA ATC?

Last I heard the "concept" had stalled over the RAAF belief that there was little in it for the Military other than exorbitant costs. Until someone exercises political will to cease the ridiculous situation of duplicated ATC providers I can't see any way forward to integration. Every players has their own agenda I suspect.
