HK GFS Helicopter Missing???

Not sure what has happened but it appears an aircraft belonging to the Hong Kong Government Flying Service has gone missing this evening.

Hope I've got it wrong but a televison news broadcast not long ago mentioned it as well.

Anyone else hear anything along these lines?

Unfortunately it crashed into a hill on Lantau. Both crew members died. More in today's SCMP at http://www.scmp.com

How come they only fly with one pilot not two? How about IFR?
